1 How much area is covered under the new Metropolitan Development Plan -2031 for Hyderabad Metropolitan Region. The Metropolitan Development Plan -2031 for Hyderabad Metropolitan Region covers an area of 5965 Sq.Kms which includes the following areas.
a) Extended area of HMDA of 5018 Sq.Kms for which there is at present no notified plan.
b) Modification of ORRGC Master Plan (330 Sq.Kms) earlier notified vide G.O.Ms.No.470 MA dt:09.07.2008.
c) Modification of Part of Erstwhile HUDA Area outside Outer Ring Road Growth Corridor (432 Sq.Kms) earlier notified vide G.O.Ms.No.288 MA dt:03.04.2008.
d) Modification of Part Hyderabad Airport Development Authority Master Plan, outside Outer Ring Road Growth Corridor (185 Sq.Kms) earlier notified vide G.O.Ms.No.287 MA dt:03.04.2008.
e) Modification of the Master Plan for Bhongiri notified vide G.O.Ms.No.242 MA dt:11.05.1989.
f) Modification of the Master Plan for Sangareddy notified vide G.O.Ms.No.32 MA dt:12.01.1988.
In effect, it covers the ORR Growth Corridor and beyond up to HMDA limits.
2 What will be the status of areas within the Outer Ring Road Growth Corridor and towards the City. This area is already covered by notified Master Plans. These area
a) Core Area Master Plan for erstwhile MCH area notified vide G.O.Ms.No.363 MA dt:21.08.2010.
b) CDA Master Plan was notified in 2001 vide G.O.Ms.No.538 MA dt:29.10.2001.
(c) Master Plan for HUDA area for the part within the ORRGC notified vide G.O.Ms.NO.288 MA dt:03.04.2008.
(d) Part of Master Plan for HADA area inside ORRGC notified vide G.O.Ms.No.287 MA dt:03.04.2008.
3 How many objections and suggestions were received and how many were agreed. 4530 were received Objections and Suggestions and these were bifurcated into 8371 specific objections and suggestions out of which 56% objections and suggestions have been agreed.
4 What Criteria was adopted for considering or rejecting the objections and suggestions filed. The objections and suggestions were considered on the merit of objection/suggestion, planning concepts, location, surrounding developments, etc.
5 How the people will know what happed to their objections and suggestions? The notified Metropolitan Development Plan -2031takes into account the objections and suggestions agreed upon. It can be easily seen in the Development Plan maps.
6 When will be the soft copy of plan made available to public? The soft copy will be made available within February.
7 Hard copy of the plans will be sold by HMDA or not? Yes. Hard copies are under preparation and will be sold soon.
8 When will be the plans given to Mandal /District officials for effective implementation? Within next 15 days.
9 what was the of public participation in preparation of the plan? 19 stakeholder meetings with Public, Public representatives, Officials, Real Estate and Organisations etc have been conducted and taken their views and incorporated as much as possible taking into consideration the planning concepts.
10 Many Residential Layouts approved by DTCP and even HUDA / HMDA were shown in Conservation Zone in the Development Plan. What is the fate of these layouts. There is a saving clause in the Zoning Regulations that All the layouts approved by DTCP & HUDA / HMDA or plots / layouts regularized by HMDA prior to these regulations and change of land use affected by government in the immediate proceeding notified Master Plan from time to time shall continue to prevail irrespective of the land use zone proposed in the Metropolitan Development Plan -2031.
11 There are industries existing prior to formation of HMDA. What is the fate of these industries, if they are not in Manufacturing Zone. It is specified in the Zoning Regulations that these regulations however will not prohibit the continuance of existing uses of lands and buildings that have been lawfully established and have a valid development permission from HUDA / HMDA / DTCP prior to the coming into force of the Metropolitan Development Plan and these Zoning and Development Promotion Regulations, provided that no expansion of the existing non-conforming use or activity shall be permissible.
12 What is the amount required for implementation of this plan. Detailed investment plan and priority areas are being worked out.
13 What is the development strategy of HMDA for implementation of the plan. It is proposed to develop the Urban Nodes and Urban Centers in Phases. HMDA will take up and encourage development with two pronged strategy namely: A) Land Pooling Schemes. B) Layout based approach for approval of group development including Residential, Commercial, Institutional, Industries Development.
14 What is the Action Plan for implementing the RRR and what is the amount required. The RRR proposal has been earmarked in the Development Plan. Once the actual project is taken up for implementation, detailed investigation and estimate would be prepared.
15 Whether Government will consider Change of Land Use in this plan after notification. There is no bar in the Act or in the Zoning Regulations for consideration of Change of Land Use.
16 Some Village Maps are not shown what will be the fate of owners / applicants of these villages. 51 Full/ Part village maps are not available. The base map of the development plan is based on Revenue Village Maps, Survey of India. Toposheets, Cartosat/ LISS IV images etc., The Development Plan is made for the area mentioned in A1. Whenever an application is received, a Sy.No for which village map is not available, the ground position of the site will be correlated to the Development Plan and land use will be determined. It may be noted that Development Plan indicates only land use of a parcel of land and does not mention anything on title/occupancy aspects, which are dealt by Revenue Department.
